This has to do with Internet Explorer attempting to "open" the file within the web browser. Generally this happens because Internet Explorer is setup to work as a "host" for Microsoft Word/Excel type files.  It can also happen due to file handling instructions being setup incorrectly within the browser at some point whether by accident or because a program is deleted and the browser becomes the "backup" for opening these types of files.
